rat rod r/c?

Hey guys, I was wondering if anyone knows where I can find rims and tires like the ones on this rat rod? Or would I have to go about somehow painting them white, and getting custom rims done?

If you were not concerned about the quality of the tire you might be able to find a "toy" RC from Wal Mart Shopko etc that had similar rims w/ white walls.
